The Mosques of All�h shall be maintained only by those who believe in All�h and the Last Day; perform As-Sal�t (Iq�mat-as-Sal�t), and give Zak�t and fear none but All�h. It is they who are expected to be on true guidance. [at-Tauba 18]

Bismillaah ir Rahmaan ir Rahiim. As Salaamu 'Alaykum; As maintainers of The Sacred Mosque, I would hope that the Saudi's make it very clear that it is Allaah (SWT) Alone that they worship, and not put the West ahead of the Muslims. There is no need for foreign troops to surround the Sacred places in The Holyland, with one billion plus Muslims, able to serve in that same capacity if there is a real need to do so! This then is my personal understanding of the matter.
